看了看帖子，发现有可能是压缩软件的问题，我卸载了再试试。

果然是压缩软件的事，卸载了就能完成第一阶段的封装。

解决方法是网上搜到的，以管理员模式运行：
Remove-AppxPackage Microsoft.LanguageExperiencePackzh-CN_22621.6.29.0_neutral__8wekyb3d8bbwe
意思是初始化一下，之后第一阶段就封装成功。
